The 4th annual international conference on “Learning Innovations and Quality” (LINQ 2015) has announced its first keynotes and invited speakers for its event from 11-13 May 2015 in Brussels. Officer-in-Charge for the UNESCO Institute for IT in Education (IITE) Dr. Alexander Khoroshilov, Deputy Head of the European Commission's Unit on Innovation in Education Mr. Bodo Richter, and Senior Researcher at the European Commission Institute for Prospective Technological Studies Dr. Yves Punie will address this year's conference theme "The Need for Change in Education: Openness as Default?"

 

Dr. Alexander Khoroshilov brings his experience as inventor of the ICT Competence Framework for Teachers (ICT CFT), implemented internationally. His experiences gained as both Officer-in-Charge for UNESCO IITE and as the UNESCO IITE National Programme Officer provide him with unique insight into processes of certification and the transfer of competences across national borders.

 

Mr. Bodo Richter has gathered over a decade of experience working for the European Commission, including the European Institute of Innovation and Technology. Before becoming the Deputy Head of Unit there, Richter was responsible for international education and training policy development with industrialised countries, in particular the EU-US and EU-Canada cooperation agreements as well as the cooperation programmes with Australia and New Zealand.

 

Dr. Yves Punie leads research and policy activities on “ICT for Learning, Skills and Open Education" at the European Commission Institute for Prospective Technological Studies (JRC IPTS). His research covers four main interrelated research strands across all educational sectors: Open Education and OER, Innovating Learning and Teaching, Key Competences and 21st century skills, and the Future of Learning.

 

Their contributions to LINQ 2015 will ensure a strong basis for discussion regarding the developing global role of open educational resources and practices as well as the management of their quality. To join them, authors or project representatives still have the opportunity to submit papers, project descriptions, or workshop proposals to the three LINQ Calls until 4 March 2015 and to register until 31 March 2015 to take advantage of the early-bird registration rate.

La plainte de la maison Elsevier aura conduit à la suppression de l'accès libre à des milliers d'articles universitaires partagés par le biais de la plateforme aux 6 millions d'usagers. Cette dernière aura en conséquence averti les chercheurs concernés pour leur signifier le retrait de leurs articles, provoquant un tollé sur les réseaux sociaux. Car bon nombre de ces universitaires ne cherchent pas à vivre de ces publications, mais sont en recherche de visibilité et de possibilités d'échanges avec la communauté.

 

Certains universitaires-auteurs dénoncent en conséquence les pratiques commerciales d'Elsevier, qui pour l'année dernière aura affiché des marges de 38 % pour un bilan de 3,2 milliards de dollars de revenus. Ils en appellent désormais au boycott de la maison d'édition spécialisée, que ce soit pour ce qui touche au travail d'édition comme à l'examen par les pairs.

 

Le fondateur de la plateforme de partage, Richard Price, confie que si par le passé lui et son équipe avaient coutume de recevoir une à deux notifications hebdomadaires de la part de l'éditeur, en revanche, le site web en aurait dernièrement reçu 2800 en à peine deux semaines. Selon lui cet accroissement de mesures de la part de l'éditeur va à l'encontre des aspirations de la communauté scientifique.

 

En réponse, Tom Reller, vice-président et responsable des relations corporate mondiales au sein d'Elsevier, argue que sa maison n'avait pris ses mesures que « de temps en temps » et en visant en premier lieu à  « protéger la qualité et l'intégrité des documents scientifiques ». Selon lui il y aurait par ailleurs « beaucoup d'autres bonnes options pour les auteurs qui veulent partager leurs articles », évoquant l'enseignement et la formation internes, les conférences et autres réunions...

Le mouvement open access entre depuis quelques années dans une phase politique. Le recours à des normes "informelles" montre aujourd'hui ses limites. Les déclarations successives de Berlin et de Budapest et la généralisation des licences Creative Commons ne suffisent pas à réformer dans sa globalité le système de l'édition scientifique.

La libre diffusion des travaux de recherche se heurte toujours à un blocage majeur : les chercheurs ou leurs institutions n'ont souvent pas le droit de les republier. Les modes d'évaluations en vigueur acte la prééminence des périodiques détenues par les grands éditeurs : la liste des revues qualifiantes de l'AERES est emblématique de cette consécration activement encouragée par l'administration publique. Certaines sections disciplinaires vont jusqu'à proscrire toute publication en libre accès.

Cette pression sociale, voire politique entraîne une enclosure massive. La plupart des recherches financées par fonds publics sont aujourd'hui détenues par un oligopole, capable d'imposer unilatéralement ses conditions. Elsevier a ainsi conclu une licence nationale de 5 ans avec la France pour un montant total de 172 millions d'euros. En amont, les chercheurs doivent bien souvent payer pour être publié : ils acquièrent des contenus « premium » (le droit de publier un graphique supplémentaire ou une image en couleur, ce qui en 2015 constitue un luxe absolu…), quand ils ne prennent pas en charge la totalité des coûts du processus éditorial…
